Give Halloween Candy to the outdoor villagers on your island because villagers inside homes won’t play Trick or Treat with you and accept your items. You can't buy Lollipop from Nook’s Cranny or any other shop. But Lollipops are offered at budget prices on GOLDKK any time. 

How to get candy? Candy needs to be purchased at Nook's Cranny with Animal Crossing bells, you can only buy 1 candy 1 day, the price is 120 bells.
