There is a total of 4 tiers of seeds in Path of Exile 3.11 Harvest, and three types of seeds in each tier. Here is the list of POE Harvest seeds in different tiers:

How to Grow Path of Exile Harvest Seeds?
In POE Harvest league, you can find a seeds cache in each area and take the seeds to Oshabi's Sacred Grove for planting them. When you interact with the seed cache, it will drop tier 1 seeds, which only takes time to grow, but growing tier 2, 3 and 4 POE Harvest seeds need to plant lower tier seeds and extra Lifeforce from Disperser. For example, tier 2 Wild seeds need Vivid lifeforce.
Disperser is required to spray the necessary lifeforce on the seeds within its radius of power. When the Disperser has stored enough lifeforce, the seed color will turn to red. Each disperser only provides one type of lifeforce, but you can replace them. Operating the disperser needs another structure - Pylon, which is used to link your dispersers to the source of lifeforce.
How to grow tier 2 seeds in POE 3.11? Take the seed Vivid Sapsucker Grain as an example, right-click Vivid Sapsucker Grain then left-click the ground to plant it in the Sacred Grove, its growth consumes 27 Primal Units of Condensed Lifeforce per growth cycle and requires 4 Adjacent Vivid Seeds of at least Tier 1 to grow, and it can be harvested using a nearby Vivid Collector after 6 growth cycles.
How to Harvest the Seeds in POE?
When you have at least 8 crops of the same color are fully mature within a Collector after a certain period of time, you can harvest them and get the Lifeforce of monsters emerging out of the seeds through killing them, once the harvest is complete, each seed gives Lifeforce and a random crafting option. Monsters are possible to drop one tier higher seeds when you have killed them.
Collector is the tool used to harvest mature plants of matching color, within a 5x5 grid around itself. There are three types of lifeforce collectors for harvesting wild, vivid and primal seeds separately. When at least 8 seeds are fully grown in the area, the collector will light up and you can start harvesting. You can plant up to 24 seeds within the range. Each collector can also store up to 50 Lifeforce.

Crafting Possibilities: Reveals a random Speed modifier crafting effect when Harvested
- Reforge a Normal or Magic item as a Rare item with random modifiers, including a Speed modifier
- Reforge a Rare item with new random modifiers, including a Speed modifier
- Remove a random non-Speed modifier from an item and add a new Speed modifier
- Augment an item with a new Speed modifier
- Remove a random Speed modifier from an item
- Randomise the numeric values of the random Speed modifiers on a Magic or Rare item
- Remove a random Speed modifier from an item and add a new Speed modifier
- Reforge a Rare item with new random modifiers, including a Speed modifier. Speed modifiers are more common
- Augment an item with a new Speed modifier with Lucky values
Path of Exile 3.11.1 Patch Notes Harvest Crafting Improvements:
- For Tier 2, Tier 3, Tier 4 seeds and the Heart of the Grove monsters, higher-tier seeds having a higher chance to drop a new plantable seed.
- When a Tier 2, Tier 3 or Tier 4 seed drops, there is a chance for an additional seed of the same type to drop.
- The area around the entrance portal in the Sacred Grove now has stairs, creating 180 degrees of pathway.
- Storage Tanks are now unlocked when your Raw Lifeforce plus any additional Condensed Lifeforce exceeds 250.
- Doubled the likelihood of Tier 2 seeds dropping from Tier 1 Harvest monsters.
- Adjusted the weightings of the Tier 1 seed outcomes such that the more desirable outcomes (remove a modifier, add a modifier, remove and then add a modifier) are significantly more common.
- The growth times of Tier 1 seeds is now uniformly 3 growth cycles, with the exception of the rarest seeds: Wild Hatchling Seed, Vivid Thornweaver Seed and Primal Cleaveling Seed.
- Wild Infestation Queen Bulbs, Vivid Devourer Bulbs, and Primal Reborn Bulbs can now only drop from level 68 or higher monsters.
- The "Exchange a Resonator for a Fossil or vice versa. Rare outcomes are more likely with rare inputs" Harvest craft is now much more likely to give rarer outcomes based on rarer inputs.
- Harvest Crafts are now sorted by their function, then by their cost.
- Harvest Crafts can no longer be used on Itemised Beasts.
- The use of the "Reforge a Rare item with Lucky modifier values, keeping all Prefixes (or Suffixes)" Harvest Craft is now prevented if it will be unable to change any modifiers.
